Virtual Cop is a very old game that doesn't run on the newer operating systems. You can still download it through the download page on Software Informer, but that's it. I see that you have Windows 7 64bit. I have tested the application on Windows 8.1 Pro x64 bit and received the same error. Windows doesn't run the application because it's not compatible with.
Apply a compatibility tweak. Right click the setup file and choose Properties > Compatibility. Pick Windows XP Service Pack 3 from the list and then run the game again.
